On the one hand, the Treaty of Rome that instituted the European Economic Community (EEC) left the door open to other European countries to become members (Art. 237); Greece and Spain did so, and Malta and Cyprus will follow in the near future. On the other hand, the treaty contained a section (Arts 131–6) pertaining to the association of non-European countries and territories that have special relations with the founding members (although the above-mentioned Art. 237 leaves no possibility for these or any other countries from the Maghreb or the Mashrek to become full members, as Morocco found out).
Southern Opponents of Democracy Although MPCs have had decades to set up democratic systems, rare are those that have managed to do so. It is true that they had to tend to more urgent tasks: when they were not busy building the state, or socialism, or some other construct, they were fighting underdevelopment, imperialism, Israel and, most recently, the fundamentalists. However, part of the time has been put to good use. The rulers have accumulated power and wealth, and constituted with their allies an élite that has come to be identified with the state.

In terms of orientation towards the Mediterranean, the EU members may be classified as follows. • The majority (eight members) are neither Mediterranean nor do they have direct interests in, or active contacts with, the Mediterranean.
