Sociology in not institutionalised, that is, it is not a discipline recognised as useful by those who run society, and it is too prone to look critically at existing social orders and their supporting ideologies to be anything other than threatening to some. But if a claim is to be made that sociological perspectives are important in special education, then a case will have to be made for relevance. McNarnara has recently argued a case for the removal of the sociology of education from initial teacher training, on the grounds that it is irrelevant (McNamara, 1977).

1896 Poor Law School Committee Report draws on Dr Warner's Survey of 100,000children to declare 'from various causes we are ever increasing the accumulation of defective and afflicted children in our schools' - and calls for special schools. 1896 National Association for Promoting the Welfare of the Feeble-Minded set up - Dr Tredgold a'member. 1896 Committee on Defective and Epileptic Children set up by Education Department Chairman, Rev. Sharpe, HMI. 1898 Report of Committee on Defective and Epileptic Children -assessment of children for special school to be a 'team' decision (medical officer, class teacher, head of special school).

It was the introduction of state compulsory education in the 1870s that focused attention more acutely on children who were not idiots or imbeciles, but who experienced difficulty within a formal education system. Again, state intervention in discovering these dull and troublesome children was not necessarily for their own 'good' or a recognition of their 'needs'. It was primarily to ensure the smoother running of the normal education system. The religious voluntary schools, anxious to retain as many of their pupils as possible as state education developed, may have had an interest in keeping handicapped children in their schools.
